A Guide to Resources Currently Available Through The Programme for the Enhancement of Research Information (PERI)

This document is intended as a comprehensive guide to the resources presently available through PERI for researchers and librarians in Belarus. Through PERI, resources have been negotiated wherever possible on a country-wide basis although please note that, in order to activate access, Institutes must register with the publisher of each resource they wish to access.

This document therefore includes a brief description of each information resource to help you get a feel for the content within it plus a description of the process which you will need to follow in order to set up access for the resources of your choice, for your institute. Under the terms which INASP (and PERI) operates, all research institutes and libraries operating in a non-profit environment within Belarus are entitled to access to these resources.

Through the PERI programme, subscription/access fees for information resources have been specially negotiated in an effort to make them as affordable and therefore as sustainable as possible for Institutes in developing and transitional countries. Funds are available through PERI to help pay for resources. Wherever possible, negotiations between PERI and the Publishers have been for country-wide licenses so that the maximum number of institutes can benefit from each resource and prices have been negotiated as low as possible. Some resources have already been paid for, for 2002 on a country-wide basis, by libraries and research institutes within Belarus - these are indicated below.

To help coordinate the requirements and needs of all institutes, INASP is working with a Country Coordinator for Belarus, Ms. Yulia Anisimova who is Librarian at the European Humanities University in Minsk. Libraries and research institutes in Belarus are asked to work with Ms. Anisimova during the assessment and acquisition phase. Ms. Anisimova's contact details are as follows:

When you have read through this document, please prioritise the resources to which you and your research colleagues would be interested in gaining access and contact Ms. Anisimova indicating those resources that you and your colleagues feel your institute needs. Funds are available through PERI (funded by INTAS) to help pay for resources as they are prioritised in this process. Please note however that this is a finite resource totalling less than 30,000 Euros for each of the years 2002, 2003 and 2004. Wherever possible, negotiations between PERI and the Publishers have been for country-wide licenses so that the maximum number of institutes can benefit from each resource and prices have been negotiated as low as possible. If resources are required which are not listed as being available presently, please let Ms. Anisimova and myself, Sarah Durrant know. It is my role within INASP to secure as many required resources as possible and I will endeavour to contact the appropriate publisher/s and encourage them to join the PERI initiative.

Ms. Anisimova will be in touch concerning the details of the process for assessing and prioritising resources. Please retain this document as it contains information you will need later on when you will need to register your Institute with each of the publishers listed below, for those resources Belarusn Libraries and Research Institutes collectively decide to prioritise.


Resources available presently through the PERI programme

License Agreed: Country-wide for all not-for-profit libraries, research and
learning institutes within Belarus

Service Type: Online Journals Databases

Presently, Blackwell journals are available through two separate platforms:

i. Blackwell-Synergy, which is owned and run by Blackwell and contains Blackwell's science, technology and medical titles.

ii. Ingenta, a separate online service which contains all of Blackwell's humanities and social sciences titles. (NB: Ingenta provides an online journals service for over 180 other publishers. You will be able to view the ToCs and abstracts for journals from these publishers but you will only have access rights to the full text of Blackwell Social Sciences and Humanities journals).

access to just over 600 leading learned journals in science, technology, medicine (on Synergy) and social sciences and humanities (on Ingenta).

How Do I Gain Access?

Contact Ms. Anisimova if your institution requires access to this resource. She will place an order with INASP which will secure the country-wide license for Belarus. Once this country-wide license has been purchased individual institutions will also need to register themselves. At this stage, you will need to contact me, Sarah Durrant at PERI or Grigor Rowe at Blackwell to obtain a copy of a Help document which shows you how to enable access from your Institute. You will also be required to sign a shorter license for your specific Institute. The help document will assist you here.
